About the Presenters
Vishal Bathija is a Deputy District Attorney at the Santa Clara County District Attorney’s Office. He has been a prosecutor for 15 years and has prosecuted a range of cases from attempted murder to child sexual assaults. He is currently assigned to the Auto Insurance Fraud division of the office prosecuting insurance fraud and organized crime rings targeting the insurance industry. He has lectured numerous times for the Monterey Peninsula College Police Academy, the California District Attorney’s Association, and the Santa Clara County Fraud Symposium.
Dale Morgan is currently assigned as a Criminal Investigator for the Santa Clara County District Attorney’s Office Auto Insurance Fraud Unit. Prior to that, he was a Police Officer for the City of San Jose for 30 years. As an officer, Dale investigated gang cases, narcotics, organized auto theft rings, and supervised the undercover investigations unit. Dale Morgan has developed an expertise on Nomadic Organized Criminals (“NOC”) that characterize themselves as Gypsies. He has been the lead investigator in numerous NOC cases involving fraud against insurance companies, hospitals and the elderly. Dale’s expertise has been solicited and used in Federal and State criminal investigations. He has been an instructor in college level classes, as well as regional and national conferences. Dale has been the recipient of numerous awards for his undercover and investigative work including Officer of the Year, Mayoral and City Council Commendations, and numerous departmental awards.
